DRA connects clients with independent caregivers. They do not directly employ caregivers but assist in locating them in exchange for a referral fee.  DRAs allow clients to choose their own caregivers.  DRAs are generally less expensive than Home Care Organizations (HCOs) . However, DRAs are not licensed or regulated by the state, which means they may not be held to the same standards of care and safety as HCOs.
